21 MarchGAO: Katrina-Related Contracting Practices Reflect Waste, Layers of Byzantine Networks
n an analysis of the $62 billion federal response to Hurricanes Katrina and Rita, the GAO reported last week that the Department of Homeland Security (DHS) lacked "adequate acquisition plans for contingency situations" as well as "[sufficient] numbers and deployment of oversight personnel." In addition, coordination of response between DHS and the states was hampered by "unclear responsibilities and poor communications."

Pre-Katrina Video Implicates Bush, May Exonerate "Brownie"
On the six month anniversary of Hurricane Katrina, the Associated Press has released excerpts from seven days of video and transcripts which document that President Bush and Department of Homeland Security Head Chertoff knew of the risk posed by the hurricane.

More Katrina: GAO Reports Fraud; Trailers Languish in Arkansas[link]
The GAO has successfully applied for FEMA payments using falsified data; a spot check of "damaged" properties in Texas and Louisiana showed 40 percent were "bogus," according to a report released Monday. And thousands still await FEMA trailers.
