The State Children's Health Insurance Program (SCHIP) was enacted in 1997 by a Republican Congress and Democratic President. It sunset on 30 September 2007. The program is designed to provide access to health insurance for families that make too much money to be eligible for Medicaid but too little to be able to afford private insurance.

In the Senate, text similar to S. 1893, the Children's Health Insurance Program Reauthorization Act of 2007, was substituted in HR 976. On 2 August 2007, this bill (retitled) passed in the Senate (68-31-1) with a sufficient vote to override a Presidential veto.
